Hello I would like to know how I can put the videos in HD and SD for the user to choose quality when playing

PHPVibe has for now one output file, meaning one video quality.
If you want to put them in hd and sd you need to generate 2 video files and store them both.
This is right now not available but it may be very soon.

on one site saw a very interesting implementation.
for example they have one file is converted, and this one file in the player determines which video is quality. if hd video quality that can be switched to 240p or 360p.
We note there is a single file video on different quality.

Thanks for bring this up. I need also different video qualities when using remote link to a video, is it possible to link many video qualities for the same video? . ex 1080, 720, 360

From what I know no, unless you have multiples quality files.
Right now jwplayer allows it with several (or only two) video files http://support.jwplayer.com/customer/portal/articles/1428524-hd-quality-toggling
