I have looked everywhere I believe but cannot find anywhere that I can make uploaded videos either public if they are private or private if they are public, is this not an option? I only see the option to unpublish them completely.

Yes,sorry, this is a slip I plan to patch now in the admin panel (working on an new media manager).

I changed the privacy of the public videos in my database from 0 to 1 and cleared the cache.. the videos I wanted private are now private.
