You have the tutorial in the link that you shared
If you wanna make this for all pages install the script in tpl.globals.php and just to be clear do you want to put there the header(search bar,sidebar,buttons) or you want to create a custom content?

It's not that hard just copy paste in tpl globals or in the specific page where you wanna have this notification bar(the html codes/wich are 2) and vibe.style.css(css ofc) ///////////////add the js in js folder and target it in tpl.globals.php like all scripts in case of js file
