have you tried editing the tpl.globals.php located in ../tpl/main ?

find this line:

<meta charset="UTF-8">

and replace it with:

<meta charset="windows-1251">

upload it and see what happens.
windows-1251 is the character set needed to properly display those characters.

I am not sure it will work the way this is coded and it could also conflict with the database character set.. someone who developed this should give you an answer, but you could try what I said and see if it works, if not change it back.
