Unfortunately even if Vine has an api, it's pretty hard to use.

What I was able to do is:
Get vines by tag(search)
Get Popular Vines (returns couple of pages)
Get your likes on Vine (not yet working)

Requires:
Your Vine mail and password.

Get user vines always returns unauthorized ...so maybe as they work more on this API I will add it,
