Did I can not Publish its name in Arabic where I tried and did not respond to the change, while the English name

If you want to prevent upload feature from user then go to admin panel > Setting > Uploads Config and select upload rule only for moderator and administrator and if you want that user submit video and that video not published immediately till admin approval then there Admin Panel > Setting > Uploads rule > Uploaded video state to unpublished.
