After update from 3.5 to 3.6 I get this problem:

How can I resolve this problem?

Have you read the error? That error said your database connect details are wrong.
Re-check vibe_config.php

I have fix it. Only the problem that I have is that when I save css file and delete the browser cache, I see not directly the changes on my website. It takes 15/30 minutes for see the style changes...

How can I resolve that? (sorry for bad english)

You should ask your hosting if they have any cache, since PHPVibe has no cache on css files.
